Urban Erosion and Sedimentation Control Program Fact Sheet

Services and Programs/Fact Sheets : Urban Erosion and Sedimentation Control Program Fact Sheet

The Dakota County Soil and Water Conservation District’s Urban Program benefits local governments by providing an expert/specialist to address (and preferably prevent) erosion problems. Our assistance allows city staff to focus on other issues while maintaining water quality and natural resource protection. We:

  1. Review Grading and Erosion Control Plans
  2. Attend pre-construction meetings
  3. Inspect construction sites
  4. Work with developers and contractors to maintain erosion controls

MAJOR ELEMENTS OF A SUCCESSFUL SEDIMENT AND EROSION CONTROL PROGRAM

Plan Review and Permitting

  • Develop administrative procedures by ordinance
  • Review erosion and sediment controls at the concept, preliminary, and final plat phases
  • Ensure plan reviewers have practical field experience and know the site

Site Inspection and Compliance

  • Conduct a preconstruction meeting with developer, engineer, and contractor(s)
  • Establish guidance for compliance and set inspection requirements
  • Review Best Management Practices (BMPs) immediately after installation
  • Inspect the site regularly and after significant/intense storm events
  • Develop a rapport with field contacts

Enforcement

  • Establish thresholds for enforcement
  • Establish criteria for withholding permits and inspections

Education

  • Sponsor demonstration projects, field days, and seminars. View the Sediment-Log Photo Journal, a demonstration project testing the effectiveness of a new and innovative sedimentation control device.
  • Provide design manuals and guidance
